Who could top his own careless words but Berlusconi himself? On Wednesday Italy passed a law making it more difficult for Italian courts to accept foreign evidence unless it has been subjected to tough bureaucratic procedures. It will likely let Berlusconi off the hook in one of the fraud cases pending against him. Nice for him, but it won’t make it any easier to track down international terrorists.
